Collections Manager - Expat required for Moscow based role with leading Financial Services organisation

My client currently requires a Collections Manager to be responsible for leading the collections strategy and activity across Russia, the Ukraine and Belarus whilst managing a large team of Moscow based collections staff.
The over-arching objectives are to decrease delinquency levels, minimize write-offs and maximize recoveries whilst ensuring balanced customer service. The incumbent is responsible for complying with defined service level standards.
RESPONSIBILITIES:
• Maximize cash flows and minimize bad debt provisions / write-offs
• Ensure that repossession proceedings are initiated in a timely manner when appropriate
• Develop and maintain collection strategy and process maps in accordance with our clients European strategy
• Remain abreast of technological and competitive developments surrounding Collections techniques.
• Ensure full commitment to established objectives for to be collected/ recovered amounts
• Manage best the trade-off between maximum collected amounts and customer satisfaction
• Personally deal with highly complex and sensitive cases
• Proactively ensure training and proper supervision of delinquency management in the team
• Manage the team on a day-to-day basis through given systems and procedures
• Directly supervise all collection processes and procedures to ensure that policies are fulfilled
• Measure, analyse and control process related KPI
• Provide statistical information to the management team on request
• Responsible for the compliance with service level standards in the team
• Monitor key responsibilities of direct reports and lead them in the achievement of objectives for their area of responsibility
• Manage and implement the Collections and Recoveries processes, procedures and technologies
• Ensure timely and effective action undertaken on delinquent/written off accounts in order to minimize the loss
• Perform thorough analysis in order to review and negotiate appropriate loss mitigation options and reach solutions
• Assess and ensure the competency of the Collection Officers and reinforce accountability through Management by Objectives and monitor target achievement
• Organize Best Practices sharing and implementation within the team
• Develop a result-oriented working environment within the team
• Make cultural change happen within the team towards internal customer focus to truly live the service centre philosophy
• Recruit, develop, train and retain talented people for the team
You must be willing to be based in Moscow for a 2 year contract with the option to extend this to 3 years by mutual agreement. Ideally you will be University educated with a minimum of 7 years experience of collections management in the finance / leasing industry. Knowledge of eastern European markets, particularly Russia will be a distinct advantage. Russian language skills are NOT required - my clients common language is English.
